The Maryland Port Administration must advertise notice of a solicitation if the contract cost is estimated to be $25,000 or higher. A notice of solicitation for a contract estimated at more than $25,000 must be advertised in eMaryland Marketplace and the Maryland Contract Weekly.  Contracts estimated to be between $10,000 and $25,000 are advertised for three days on the bid board. Small Business Enterprises

The State of Maryland has two programs for promoting small business, the Small Business Reserve program and the Small Business Preference program. A solicitation issued by the Maryland Port Administration as a Small Business Reserve (SBR) or Small Business Preference (SBP) procurement will contain language stating the SBR or SPB status of the procurement. Under the SBR program, contract award is restricted to a Small Business Enterprise (SBE) certified no later than the time of award. Under the SBP program, a certified SBE may receive a price preference over a business which is not a certified SBE.

To register as a certified Small Business Enterprise, go to the Department of General Services website at https://www.smallbusinessreserve.maryland.gov/

MPA Minority Business Enterprise (MBE) Information

Construction contracts valued at $50,000 and above are assessed to determine the potential for certified MBE subcontracting participation goals.  Other contracts for supplies, services, maintenance, construction related services, and architectural/engineering services valued at $50,000 or less may also bear an MBE goal requirement. Businesses interested in information concerning MBE participation should view the MPA's MBE web page by clicking here.
