A
prospective bidder should register as a vendor on eMaryland
Marketplace. Registration is easy and free. A registered vendor can
complete one or more profiles that will enable eMaryland Marketplace
to notify the vendor whenever a solicitation is posted on eMaryland
Marketplace fitting the vendor’s profile. Registered vendors should
review eMaryland Marketplace often for new solicitations the vendor
may be interested in but for which no notice was received from
eMaryland Marketplace (which can happen, for example, when an RFP does
not exactly match the profile(s) entered by the vendor).

Office of Procurement
The Office of
Procurement procures commodities, supplies, services, maintenance, and
other items for units of the Maryland Port Administration. In this role we
also advise and assist our customers with specification development and
contract administration. Most activity of the Office of Procurement is
governed by the State Procurement Law, set forth in Division II of the
State Finance and Procurement Article, Annotated Code of Maryland, and in
Title 21 of the Code of Maryland Regulations (COMAR).
Office of Engineering
The
Engineering Department is responsible for the advertisement, bidding
and approval of construction and architectural/engineering
(consultant) contracts for the Maryland Port Administration. These
contracts range in cost from $25,000 to over $15,000,000. For more

An executed
Bid/Proposal Affidavit should accompany each bid or proposal. COMAR
21.05.08.07. Prior to execution of a contract by the MPA, the successful
bidder shall furnish a Contract Affidavit. COMAR 21.07.01.25.
Bonding Requirements Bid Bond -
All construction projects for the MPA in excess of $100,000 (5% of
proposed price). Other contracts as provided in individual
solicitations.
Performance Bond –
All construction contracts for the MPA in excess of $100,000 (100% of
award amount). Other contracts as provided in individual solicitations.
Payment Bond – All
construction contracts for the MPA in excess of $100,000 (100% of award
amount). Other contracts as provided in individual solicitations.
The Office of
Procurement uses different procurement methods as required by law and
sound purchasing practices. We are committed to providing
excellent service to customers. Pursuant to COMAR 21.05.01.01, unless
otherwise permitted by law, all State procurement contracts must be
awarded in accordance with one of the following methods:

The
Maryland Port Administration must advertise notice of a solicitation
if the contract cost is estimated to be over $25,000 or higher. A notice
of solicitation for a contract estimated at more than $25,000 must
be advertised on eMaryland Marketplace. Contracts estimated to be between $10,000 and $25,000 are
advertised for three days on a bid board
or by other permitted means. The MPA ordinarily uses eMaryland
Marketplace as its bid board. Back

The
State of Maryland has two programs for promoting small business, the
Small Business Reserve program and the Small Business Preference
program. A solicitation issued by the Maryland Port Administration
as a Small Business Reserve (SBR) or Small Business Preference (SBP)
procurement will contain language stating the SBR or SPB status of
the procurement. Under the SBR program, contract award is restricted
to a Small Business Enterprise (SBE) certified no later than the
time of award. Under the SBP program, a certified SBE may receive a
price preference over a business which is not a certified SBE.
Contracts valued at $50,000 and
above are assessed to determine the potential for certified MBE
